Whether they adore or revile him, critics and fans alike have tended to agree on one thing: Kuhn's ideas were revolutionary. But were they? Steve Fuller argues that Kuhn actually held a profoundly conservative view of science and how one ought to study its history. Early on, Kuhn came under the influence of Harvard President James Bryant Conant (to whom "Structure" is dedicated), who had developed an educational program intended to help deflect Cold War unease over science's uncertain future by focusing on its illustrious past. Fuller argues that this rhetoric made its way into "Structure," which Fuller sees as preserving and reinforcing the old view that science really is just a steady accumulation of truths about the world (once "paradigm shifts" are resolved). Fuller suggests that Kuhn, deliberately or not, shared the tendency in Western culture to conceal possible negative effects of new knowledge from the general public. Because it insists on a difference between a history of science for scientists and one suited to historians, Fuller charges that "Structure" created the awkward divide that has led directly to the "Science Wars" and has stifled much innovative research. In conclusion, Fuller offers a way forward that rejects Kuhn's fixation on paradigms in favor of a conception of science as a social movement designed to empower society's traditionally disenfranchised elements. As freshmen, they were not eligible to play varsity football so they began their collegiate football on a frosh team that went unbeaten against Northwest opponents. Most members of the team played both offense and defense. Some had to work part-time to finance their education. The single ones lived with other students in dormitories and fraternity houses. Some were married and had children. In , Washington had been rocked by a player revolt which led to the firing of the head football coach. Disgruntled, he exposed a slush fund used by zealous boosters to directly pay players more than the Pacific Coast Conference allowed. The Husky athletic program was put on probation for two years along with Cal, UCLA and USC. It was a difficult period for a once proud and successful program. Thirty-one year old George Briggs was hired as Athletic Director to clean up the mess and hire a new coach. Darrell Royal, a former All-America quarterback for the Oklahoma Sooners and the head coach at Mississippi State, accepted a four-year contract in and started the Husky football program on the road to recovery. Royal's tenure was brief. After the season ended, Royal resigned to take his dream job at the University of Texas where he had a very successful career which included three national championships. Briggs then hired 29-year old Jim Owens, a teammate of Royal and an All-America end. He had been a top assistant under Bear Bryant at Kentucky and Texas A&M. He was one of the architects of the "Junction Boys" ten days in hell that forged the Aggies' conference championship threeyears later. Owens and his staff brought a philosophy that included an emphasis on team unity, defense, tough physical and mental conditioning, the use of the helmet to tackle and block and punish opponents, and a willingness to pay the price for success. There is loose agreement that research data should be accessible, but wide disagreement over the "depth" to which the public has such a right. The National Academies' Science, Technology, and Law Program held a workshop to explore the mounting tensions in the federal regulatory process between the need to provide access to research data and the need to protect the integrity of the research process. The workshop provided a picture of the debate arising from passage of the Shelby Amendment and the resulting OMB revisions of Circular A-110. This report is a summary of the workshop.
