The City That Became Safe: New York's Lessons for Urban

Even more puzzling then is the crime rate drop in New York City, which lasted twice long and was twice as large. This 80% drop in crime over nineteen years represents the largest crime decline on record. In The City that Became Safe, Franklin Zimring sets off in search of the New York difference through a detailed and comprehensive statistical investigation into the city's falling crime rates and possible explanations. If you listen to City Hall, aggressive police created a zero tolerance law enforcement regime that drove crime rates down. Is this self-serving political sound bite true? Are the official statistics generated by the police accurate? Zimring shows the numbers are correct and argues that some combination of more cops, new tactics, and new management can take some credit for the decline, but zero tolerance policing and quality of life were never a consistent part of the NYPD's strategy. That the police can make a difference in preventing crime overturns decades of conventional wisdom for criminologists, but Zimring points out the New York experience challenges the major assumptions dominating American crime and drug control policies that most everyone else has missed. First, imprisonment in actually New York decreased significantly from to and was well below the national average, proving that it is possible to have substantially less crime without increases in incarceration. Second, the NYPD sharply reduced drug violence (over 90%) without any reduction in hard drug use. In other words, they won the war on drug violence without winning the war on drugs. Finally, the stability of New York's population, economy, education, demographics, or immigration patterns calls into question the long-accepted cultural and structural causes of violence in America's cities. That high rates of crime are not hard wired into modern city life is welcome news for policy makers, criminal justice officials, and urban dwellers everywhere.

Two Signal Setups The Intonator also makes you capable of configuring the signal path in two different ways. In Normal mode the ADIOS (Analog Dual I/O's) configuration enables you to make simultaneous recordings of processed and unprocessed vocals, making comparisons a breeze (see fig. A). Digital signals, from your digital multitrack recorder for instance, can be configured the same way. In Dual mode you have the option of pitch-correcting the signal in one channel while using the dynamics, De-esser and LoCut, on the signal in the other channel (see fig. B). Being On Top You can choose to correct a single note simply by using the unique "Do-not-process-anything-but-this-note" function achieved via an internal custom scale feature, or type in your personal scale. A Pitch window allows you to specify when a note will be considered out of tune, whereas the Amount control limits the level of Pitch correction added to the audio. The Audio-to-MIDI conversion allows you to keep track of the incoming pitch history and/or correction history, giving you the advantages of being on top of things throughout the entire recording session. The Intonator features full MIDI automation making time based pitch shifting a simple operation. Use your keyboard for real-time manual pitch correction simply by hitting the notes to be processed. Dithering The use of dithering is very important when interfacing digitally between audio equipment. When resolution is changed from higher to lower, dithering is necessary to minimize distortion. In the Intonator you have the user friendly TPDF Dithering. The Output resolution of the Intonator is 24 bit, when the receiver of the Intonator signal has a lower resolution, Output Dither must be applied to equal the resolution of the receiver. Premium Converters When converting from analog to digital or vice versa, you should always try to use the full dynamic range of your converters. Even though the converters in the Intonator are 24 bit, analog gain may be applied before the AD's and after the DA's to make full use of them. The analog signal-path is balanced and can carry professional levels. Applications With the Intonator, you can establish a completely digital signal-path for vocal editing and correction. When tracking, the unit's fine A to D converters may be utilized to get high quality digital signals directly to Multitrack, ADAT, ProTools etc. Audio-to-MIDI With a simple setup you can monitor and edit your vocals externally. Just track the incoming pitch history to your sequencer, add the necessary correction and play back the pitch correction to the Intonator Keyboard The keyboard gives you instant access to changing the Root note of the current scale or the notes allowed to be corrected. Simultaneously the keyboard also indicates the incoming note, making it possible to recognize the note about to be processed. Display The Display shows you the current Root note and Scale. While processing you can see both the incoming signal and the amount of correction added to the source, creating a visual confirmation of the process taking place. Window, Attack and Amount These three knobs allow you to individualize the processing in detail. The Window knob determines how close to a particular note the source should be in order to be corrected. The Attack knob conducts the response-time before the correction sets in. This will help preserve the artist's personal touch by e.g. allowing vibrato. The Amount knob sets the amount of correction added to the signal. Manual Pitch Use the Manual Pitch control to add pitch correction by hand. The wheel can also be remote controlled by your keyboard modulation wheel or even provide in-sync changes when locked to a sequencer. The De-esser uses a relative threshold technique. This means that the actual threshold is always set according to the average level of the source signal. Consequently, the De-esser always adapts to the incoming signal and maintains the same threshold to the average level regardless of the Input signal. Adaptive Locut The Adaptive LoCut is a pitch controlled LoCut Filter. Instead of cutting off frequencies under a predetermined value, the Adaptive LoCut filter controls the cut off frequencies dynamically in accordance with the incoming signal. This ensures a perfect LoCut that never removes too much low end.
Thomas Kuhn: A Philosophical History for Our Times

Steve Fuller argues that Kuhn actually held a profoundly conservative view of science and how one ought to study its history. Early on, Kuhn came under the influence of Harvard President James Bryant Conant (to whom "Structure" is dedicated), who had developed an educational program intended to help deflect Cold War unease over science's uncertain future by focusing on its illustrious past. Fuller argues that this rhetoric made its way into "Structure," which Fuller sees as preserving and reinforcing the old view that science really is just a steady accumulation of truths about the world (once "paradigm shifts" are resolved). Fuller suggests that Kuhn, deliberately or not, shared the tendency in Western culture to conceal possible negative effects of new knowledge from the general public. Because it insists on a difference between a history of science for scientists and one suited to historians, Fuller charges that "Structure" created the awkward divide that has led directly to the "Science Wars" and has stifled much innovative research. In conclusion, Fuller offers a way forward that rejects Kuhn's fixation on paradigms in favor of a conception of science as a social movement designed to empower society's traditionally disenfranchised elements. Certain to be controversial, "Thomas Kuhn" must be read by anyone who has adopted, challenged, or otherwise engaged with "The Structure of ScientificRevolutions." Loyalty: An Essay on the Morality of Relationships

Loyalties are also thought to be irrational and contrary to the spirit of Capitalism. In a free market society, we are encouraged to move to the competition when we are not happy. This way of thinking has invaded our personal relationships and undermined our capacities for friendship and loyalty to those who do not serve our immediate interests. As George P. Fletcher writes, it is time for loyal bonds, born of history and experience, to prevail both over impartial morality and the self-interested thinking of the market trader. In this extended essay, George P. Fletcher offers an account of loyalty that illuminates its role in our relationships with family and friends, our ties to country, and the commitment of the religious to God and their community. Fletcher opposes the traditional view of the moral self as detached from context and history. He argues instead that loyalty, not impartial detachment, should be the central feature of our moral and political lives. Writing as a political "liberal," he claims that a commitment to country is necessary to improve the lot of the poor and disadvantaged. This commitment to country may well require greater reliance on patriotic rituals in education and a reconsideration of the Supreme Court's extending the First Amendment to protect flag burning. Given the worldwide currents of parochialism and political decentralization, the task for us, Fletcher argues, is to renew our commitment to a single nation united in its diversity. Bringing to bear his expertise as a law professor, Fletcher reasons that the legal systems should defer to existing relationships of loyalty. Familial, professional, and religious loyalties should be respected as relationships beyond the limits of the law. Thus surrogate mothers should not be forced to surrender and betray their children, spouses should not be required to testify against each other in court, parents should not be prevented from willing their property to their children, and the religiously committed should not be forced to act contrary to conscience. Yet the question remains: Aren't loyalty, and particularly patriotism, dangerously one-sided? Indeed, they are, but no more than are love and friendship. The challenge, Fletcher maintains, is to overcome the distorting effects of impartial morality and to develop a morality of loyalty properly suited to our emotional and spiritual lives. Justice has its sphere, as do loyalties. In this book, Fletcher provides the first step toward a new way of thinking that recognizes the complexity of our moral and political lives.
