Genders 24: On Your Left: The New Historical Materialism

ISBN: , SKU: , AUTHOR: Kibbey, Ann / Werblowsky, R. J. Zwi / Siegel, Carol, PUBLISHER: New York University Press, In these spirited and powerfully written essays, a new generation of intellectuals makes its mark, challenging conservatives and liberals alike to chart a new course for a responsible politics in contemporary society. A new intellectual movement on the left emerges here. No longer trapped by the old polarizing antagonism between Marxism and feminism, these authors demonstrate as never before the need for an awaremess of gender as it affects every aspect of our society. At the same time, these paradigmatic essays map out a new terrain for feminist thinking, one that fully recognizes the complex workings of gender and leaves oppositional feminism far behind. In the keynote essay, Ambivalence as Alibi, Rosemary Hennessy challenges the most basic assumptions of postmodern sophistication to forge a compelling sytheseis of political, economic, and artistic theory. Betty Joseph, Jennifer Brody, and Poonam Pillai break through the shibboleths of Western liberal tolerance to describe gender inequalities that are intrinsically inter-cultural. Eileen Cleere demonstrates that novels are an important source for understanding how people interpret the economic conditions in which they live, linking social history and literary criticism in a provocative new way. Bridget Elliott uncovers the unusual social and artistic imagination of Marie Laurencin, an artist who was both working-class and avant-garde, and who makes us rethink basic assumptions of artistic form in the visual representation of women. Laura Lyons, analyzing the no-wash protest among IRA prisoners, discovers a new kind of political protest that draws on performance art and the discourse of the body for its political symbolism. And Joseph Litvak, in a highly suggestive critical reading, makes us wonder if the New Historicism may possibly owe its greatest debt to the charming young men of Jane Austen's fictitious world. > go to the Genders website] Acquista Ora

Contemporary Latina/o Theater: Wrighting Ethnicity

Contemporary Latina/o Theater: Wrighting Ethnicity

ISBN: , SKU: , AUTHOR: Rossini, Jon D., PUBLISHER: Southern Illinois University Press, In "Contemporary Latina/o Theater," Jon D. Rossini explores the complex relationship between theater and the creation of ethnicity in an unprecedented examination of six Latina/o playwrights and their works: Miguel Pinero, Luis Valdez, Guillermo Reyes, Octavio Solis, Jose Rivera, and Cherrie Moraga. Rossini exposes how these writers use the genre as a tool to reveal and transform existing preconceptions about their culture. Through "wrighting"--the triplicate process of writing plays, righting misconceptions about ethnic identity, and creating an entirely new way of understanding Latina/o culture--these playwrights directly intervene in current conversations regarding ethnic identity, providing the tools for audiences to reexplore their previously held perspectives outside the theater.Examining these writers and their works in both cultural and historical contexts, Rossini reveals how playwrights use the liminal space of the stage--an area on the thresholds of both theory and reality--to "wright" new insights into Latina/o identity. They use the limits of the theater itself to offer practical explorations of issues that could otherwise be discussed only in highly theoretical terms.Rossini traces playwrights' methods as they address some of the most challenging issues facing contemporary Latinas/os in America: from the struggles for ethnic solidarity and the dangers of a community based in fear, to stereotypes of Latino masculinity and the problematic fusion of ethnicity and politics. Rossini discusses the looming specter of the border in theater, both as a conceptual device and as a literal reality--a crucial subject for modern Latinas/os, given recent legislation and other actions.Throughout, the author draws intriguing comparisons to the cultural limbo in which many Latinas/os find themselves today. An indispensable volume for anyone interested in drama and ethnic studies, "Contemporary Latina/o Theater" underscores the power of theatricality in exploring and rethinking ethnicity. Rossini provides the most in-depth analysis of these plays to date, offering a groundbreaking look at the ability of playwrights to correct misconceptions and create fresh perspectives on diversity, culture, and identity in Latina/o America.

ISBN: , SKU: , AUTHOR: Dawson, Ian, PUBLISHER: Enchanted Lion Books, What is as fundamental to a society and just as revealing as its habits of food preparation, work, dress, religious belief, and artistic production? Just as essential are its ideas about the body, health and illness. Offering insights, both broad and deep, into the cultures it explores, The History of Medicine series describes medical knowledge, practices, instruments and discoveries from prehistoric times to the present. Each of its 6 volumes presents the social and economic characteristics of the period under discussion, the prevailing state of medical knowledge, and the key figures in medicine. The books are divided into chapters focusing on questions, such as: what caused people to be healthy or unhealthy? What ideas did people have about the causes of illnesses and their treatments? Who provided medical care? How efficacious were the treatments used? Allowing the facts to speak for themselves, these volumes present a lively and informative account of medical beliefs and practices and the many causes behind their change over time. Photographs and illustrations, as well as biography panels, quotation panels and "interesting fact" panels appear throughout each book, further engaging the young reader. What was known about the body by early peoples? What understanding of disease and treatments did people have? What can we learn about prehistoric health and medicine from archaeology? Why did the Egyptians use honey as often as they did? Why did medicine men suck the body of the ill person? Prehistoric and Egyptian Medicine explores these questions and many more. How healthy were prehistoric people? Using evidence from Orkney in the British Isles, the author shows how archaeology can helpus to understand something about life expectancy, fitness and the causes of pain among prehistoric people. ISBN: , SKU: , AUTHOR: Johnson, Steven, PUBLISHER: Riverhead Books, Bestselling author Steven Johnson recountsain dazzling, multidisciplinary fashionathe story of the brilliant man who embodied the relationship between science, religion, and politics for Americaas Founding Fathers. "The Invention of Air" is a book of world-changing ideas wrapped around a compelling narrative, a story of genius and violence and friendship in the midst of sweeping historical change that provokes us to recast our understanding of the Founding Fathers. It is the story of Joseph Priestleyascientist and theologian, protA(c)gA(c) of Benjamin Franklin, friend of Thomas Jeffersonaan eighteenth-century radical thinker who played pivotal roles in the invention of ecosystem science, the discovery of oxygen, the founding of the Unitarian Church, and the intellectual development of the United States. And it is a story that only Steven Johnson, acclaimed juggler of disciplines and provocative ideas, can do justice to. In the s, Priestley had established himself in his native England as a brilliant scientist, a prominent minister, and an outspoken advocate of the American Revolution, who had sustained long correspondences with Franklin, Jefferson, and John Adams. Ultimately, his radicalism made his life politically uncomfortable, and he fled to the nascent United States. Here, he was able to build conceptual bridges linking the scientific, political, and religious impulses that governed his life. And through his close relationships with the Founding FathersaJefferson credited Priestley as the man who prevented him from abandoning Christianityahe exerted profound if little-known influence on the shape and course of our history. As in his last bestselling work, "The Ghost Map," Steven Johnson here uses a dramatic historical story to explore themes that have long engaged him: innovation and the way new ideas emerge and spread, and the environments that foster these breakthroughs. And as he did in "Everything Bad Is Good for You," Johnson upsets some fundamental assumptions about the world we live inanamely, what it means when we invoke the Founding Fathersaand replaces them with a clear-eyed, eloquent assessment of where we stand today.

A Guide to Canadian Architectural Styles, Second Edition

A Guide to Canadian Architectural Styles, Second Edition

ISBN: , SKU: , AUTHOR: Ricketts, Shannon / Maitland, Leslie / Hucker, Jacqueline, PUBLISHER: University of Toronto Press, In the ten years since the first edition of A Guide to Canadian Architectural Styles was published, the heritage movement has gained strength, sensitizing many to the value of our architectural legacy. This new edition reflects an enriched understanding of architecture that focuses more on the visual and cultural setting of the built environment and less on individual works seen in isolation. Today, we cherish the buildings that characterize the original "Main Street / rue Principale" - the bank building, the shops, the old hotel, the post office, the city hall. There is more recognition for older inner-city neighbourhoods, with their row housing, churches, and community halls as well as for our often romantic attachment to vernacular rural architecture. This interest in more ordinary-looking architecture marks both the democratization of Canada's heritage movement and its coming of age, for the value of these more modest structures lies in their unique ability to sustain a sense of identity. This Guide provides an essential profile of the origins and development of the many architectural styles across Canada, from early settlement to the postmodern period, and discusses special forms such as religious, civic, domestic, commercial, and industrial design. While remaining true to the accessible format of the first edition, the second offers updated and considerably expanded text, as well as many more illustrations. A Guide to Canadian Architectural Styles, second edition is an invaluable reference tool for heritage activists and planners; university and college courses in Canadian architecture, history, and cultural resource management; and the interested general reader. Comments: "A thoughtful, elegantly written and easy-to-read guide to over three hundred years of architectural style in Canada." - Kelly Crossman, Carleton University Shannon Ricketts is an architectural historian working with Parks Canada in Ottawa. Spirit of the North: The Quotable Sigurd F. Olson

ISBN: , SKU: , AUTHOR: Olson, Sigurd F. / Backes, David, PUBLISHER: University of Minnesota Press, Sigurd F. Olson was the most beloved wilderness advocate of his generation. His renowned writings, including the nature classics The Singing Wilderness and Listening Point, evoke the singular beauty and richness of the northern woods and lakes and reveal a philosophy of preservation that is as eloquent and relevant today as when he first wrote. The wilderness was the spring of happiness in Olson's life, and he devoted himself to the pursuit of sharing this magic with others and ensuring its future existence. Revealing Olson's understanding and love of wilderness, Spirit of the North gathers together for the first time the most quotable and memorable of his well-loved passages gleaned not only from published works, but also from personal letters, journal entries, and speeches. Reflective, anecdotal, and universally poignant, this book is a chronology of thoughts and experiences that ebb and flow in their assuredness and reveal the whole man, a wilderness icon mired in doubt while he doggedly refused to abandon his dreams. David Backes, preeminent Olson biographer and scholar, contributes an introduction to each chapter, illuminating the historical context and personal significance of Olson's words. Frequently, during a quiet moment of contemplation on a canoe trip, Olson would read brief passages of poetry and prose scrawled on small scraps of paper for inspiration and peace of mind. Similarly, Spirit of the North is the ideal wilderness companion, passionate, authentic, and deeply reverent of the natural world. Sigurd F. Olson () introduced generations of Americans to the importance of wilderness through his work as a conservation activist and popular writer. He served aspresident of the Wilderness Society and the National Parks Association and as a consultant to the federal government on wilderness preservation and ecological problems. He earned many honors, including the highest possible from the Sierra Club, the National Wildlife Federation, and the Izaak Walton League. David Backes is the author of A Wilderness Within: The Life of Sigurd F. Olson (Minnesota, ), winner of the Small Press Book Award for biography, and editor of The Meaning of Wilderness: Essential Articles and Speeches by Sigurd F. Olson (Minnesota, ). Backes is also the author of Canoe Country: An Embattled Wilderness () and The Wilderness Companion ().

Rapt: Attention and the Focused Life

ISBN: , SKU: , AUTHOR: Gallagher, Winifred, PUBLISHER: Penguin Press, Winifred Gallagher revolutionizes our understanding of attention and the creation of the interested life In "Rapt," acclaimed behavioral science writer Winifred Gallagher makes the radical argument that the quality of your life largely depends on what you choose to pay attention to and how you choose to do it. Gallagher grapples with provocative questionsaCan we train our focus? Whatas different about the way creative people pay attention? Why do we often zero in on the wrong factors when making big decisions, like where to move?adriving us to reconsider what we think we know about attention. Gallagher looks beyond sound bites on our proliferating BlackBerries and the increased incidence of ADD in children to the discoveries of neuroscience and psychology and the wisdom of home truths, profoundly altering and expanding the contemporary conversation on attention and its power. Scienceas major contribution to the study of attention has been the discovery that its basic mechanism is an either/or process of selection. That we focus may be a biological necessitya research now proves we can process only a little information at a time, or about 173 billion bits over an average lifeabut the good news is that we have much more control over our focus than we think, which gives us a remarkable yet underappreciated capacity to influence our experience. As suggested by the expression apay attention, a this cognitive currency is a finite resource that we must learn to spend wisely. In "Rapt," Gallagher introduces us to a diverse cast of charactersaartists and ranchers, birders and scientistsawho have learned to do just that and whose stories are profound lessons in the art of living the interested life. No matter what your quotient of wealth, looks, brains, or fame, increasing your satisfaction means focusing more on what really interests you and less on what doesnat. In asserting its groundbreaking thesisathe wise investment of your attention is the single most important thing you can do to improve your well-beinga"Rapt" yields fresh insights into the nature of reality and what it means to be fully alive.

Inherit the Land: Jim Crow Meets Miss Maggie's Will

ISBN: , SKU: , AUTHOR: Stowe, Gene / Sergio, Carl A., PUBLISHER: University Press of Mississippi, In the early twentieth century, two wealthy white sisters, cousins to a North Carolina governor, wrote identical wills that left their substantial homeplace to a black man and his daughter. Maggie Ross, whose sister Sallie died in , was the richest woman in Union County, North Carolina. Upon Maggie's death in , her will bequeathed her estate to Bob Ross--who had grown up in the sisters' household--and his daughter Mittie Bell Houston. Mittie had also grown up with the well-to-do women, who had shown their affection for her by building a house for her and her husband. This house, along with eight hundred acres, hundreds of dollars in cash, and two of the white family's three gold watches went to Bob Ross and Houston. As soon as the contents of the will became known, more than one hundred of Maggie Ross's scandalized cousins sued to break the will, claiming that its bequest to black people proved that Maggie Ross was mentally incompetent. Revealing the details of this case and of the lives of the people involved in it, Gene Stowe presents a story that sheds light on and complicates our understanding of the Jim Crow South. Stowe's account of this famous court battle shows how specific individuals, both white and black, labored against the status quo of white superiority and ultimately won. An evocative portrait of an entire generation's sins, "Inherit the Land: Jim Crow Meets Miss Maggie's Will" hints at the possibility for color-blind justice in small-town North Carolina. Gene Stowe grew up in Monroe, North Carolina, and was a reporter for the "Charlotte Observer" for twelve years. He is head of the writing program of Trinity School at Greenlawn in South Bend, Indiana. Carl A. Sergio earned degrees in art design and psychology at the University of Notre Dame. Listening to Whales: What the Orcas Have Taught Us

Listening to Whales: What the Orcas Have Taught Us

ISBN: , SKU: , AUTHOR: Morton, Alexandra, PUBLISHER: Ballantine Books, For the past twenty-five years, Alexandra Morton has been at the forefront of whale and dolphin research, dedicating her life to the study of orcas (also known as killer whales). Now in "Listening to Whales," Morton shares the spellbinding story of her career, her adventures in the wilderness, the heartbreak she has endured, and the rewards of living her life on her own terms. Born into an artistic family in Connecticut, Morton experienced a seismic jolt when at age twelve she first read the work of primatologist Dr. Jane Goodall and knew she wanted to study wild animals. Soon afterward, listening for the first time to orcas communicating with each other, she knew she had found her life work. In the late s, while working at California's Marineland, Alexandra pioneered the recording of whale sounds by dropping a hydrophone into the tank of two killer whales. She recorded the varied language of mating, childbirth, and even grief after the birth of a stillborn calf. At the same time she made the startling observation that the whales were inventing and perfecting wonderful synchronized movements, a behavior that was soon recognized as a defining characteristic of orca society. In , Alexandra moved with her husband, photographer Robin Morton, to a remote bay in British Columbia to continue her research with wild orcas. For a few idyllic years, Alexandra and Robin shared their passion for whales, cruising the green northern waters and raising a baby boy. But tragedy struck when Robin died in a terrible accident. Only the love of her son and her abiding dedication to whale research gave Alexandra the strength to continue her groundbreaking work. Her recordings of the whalesthat swim by her house have led her to a deeper understanding of the mystery of whale echolocation, the vocal communication that enables the mammals to find their way in the dark sea. She continues to be among the renowned researchers attempting to break down the barriers of interspecies communication. At once an inspiring story of a woman's determination to live her life on her own terms and a fascinating study of the profound communion between humans and whales, this book will open your eyes anew to the wonders of the natural world.

Michael Douglas: A Biography

Michael Douglas: A Biography

ISBN: , SKU: , AUTHOR: Eliot, Marc, PUBLISHER: Random House USA Inc, A groundbreaking portrait of one of Hollywood's most successful stars, from critically acclaimed and bestselling biographer Marc Eliot Through determination, inventiveness, and charisma, Michael Douglas emerged from the long shadow cast by his movie-legend father, Kirk Douglas, to become his own man and one of the film industry's most formi-dable players. Overcoming the curse of failure that haunts the sons and daughters of Hollywood celebrities, Michael became a sensation when he successfully brought "One Flew Over the Cuckoo's Nest, "starring his friend Jack Nicholson, to the screen after numerous setbacks, including his father's own failed attempts to make it happen. This box-office phenomenon won Michael his first Oscar (the film won five total, including Best Picture), an award Kirk hadn't won at the time, and solidified the turbulent, competitive father-son relationship that would shape Michael's career and personal life. In the decades that followed, Michael established a reputation for taking chances on new talent and proj-ects by producing and starring in the hugely successful "Romancing the Stone "and "Jewel of the Nile "movies, while cultivating a multifaceted acting persona--edgy, rebel-lious, and a little dark--in such films as "Wall Street, Fatal Attraction, Basic Instinct, "and "Disclosure. " Yet as his career thrived, Michael's personal life floundered, with an unhappy and tumultuous first mar-riage, rumors of infidelity (especially with leading ladies such as Kathleen Turner), and a headline-grabbing stint in rehab. Rocked by a series of tragedies, including Kirk's strokes, his son Cameron's incarceration, and his own fight against throat cancer, Michael has emerged trium-phant, healthy, and happy in his marriage to Catherine Zeta-Jones, a Welsh actress twenty-five years his junior, and their new young family. In "Michael Douglas, "Marc Eliot brings into sharp fo-cus this incredible career, complicated personal life, and legendary Hollywood family. Eliot's fascinating portrait of the lows and remarkable highs in Michael's life--in-cluding the thorny yet influential relationship with his father--breaks boundaries in understanding the life and work of a true American film star.

Bringing together some of Kafka's finest work, this collection demonstrates the richness and variety of the author'sartistry. ""The Judgment,"" which Kafka considered to be his decisive breakthrough, and ""The Stoker,"" which became the first chapter of his novel "Amerika," are here included. Also included are ""In the Penal Colony,"" a story of a torture machine and its operators and victims, and ""A Hunger Artist,"" about the absurdity of an artist trying to communicate with a misunderstanding public. Catherine the Great: Life and Legend

Catherine the Great: Life and Legend

ISBN: , SKU: , AUTHOR: Alexander, John T., PUBLISHER: Oxford University Press, USA, Catherine II of Russia is one of the most colorful characters in modern history. Born a minor German princess, she was betrothed to the Grand Duke Peter of Russia at 15, through the designs of the childless Empress Elizabeth and her own scheming mother. By 33, she had overthrown her husband in a bloodless coup and established herself as Empress of the multinational Russian Empire, the largest territorial political unit in modern history. Portrayed variously as a political genius who restored to Russia the glory it had known in the days of Peter the Great and a despotic foreign adventuress who usurped the Russian throne, murdered her rivals, and tyrannized her subjects, she was, by all accounts, an extraordinary woman. Catherine the Great, the first popular biography of the mpress based on modern scholarship, provides a vivid portrait of Catherine as a mother, a lover, and, above all, an extremely savvy ruler. Concentrating on her long reign (), John Alexander examines all aspects of Catherine's life and career: the brilliant political strategies by which she won the acceptance of a nationalistic elite; her expansive foreign policy; the domestic reforms with which she revamped the Russian military, political structure, and economy; and, of course, her infamous love life. Alexander begins with an account of the dramatic "palace revolt" by which Catherine unseated her husband and a background chapter describing the circumstances of her early childhood and marriage, then proceeds chronologically through the 34 years of reign. In compelling narrative fashion, he describes such events as the incursion of bubonic plague on Moscow, the uprising of the Ural peasants, and the six political murders the empress sanctioned. Catherine is presented here in more human terms than in previous biographies, with numerous quotations included from her reminiscences and notes. We learn, for instance, not only the names and number of her lovers, but her understanding of what many considered a shocking licentiousness. "The trouble is," she wrote, "that my heart would not willingly remain one hour without love." The result of 20 years' research by one of the leading narrative historians of modern Russia in the U.S., this is truly an impressive work. Alexander delved into little-known sources (including a collection of Catherine's love notes which is included here as an appendix) as well as popular and specialized accounts to arrive at this much-needed, balanced appraisal of one of history's most scandal-ridden figures.

North Vietnam and the Pathet Lao: Partners in the Struggle

North Vietnam and the Pathet Lao: Partners in the Struggle

ISBN: , SKU: , AUTHOR: Langer, Paul / Zasloff, Joseph, PUBLISHER: Harvard University Press, Laos is a major arena of international confrontation despite the Geneva Accords of . Yet there is a dearth of published material on Laos, and the crucial issue of North Vietnam's role in that country has hardly been examined. This important study illuminates the North Vietnamese-Pathet Lao partnership, an understanding of which is so critical to the search for peace in Indochina. The authors reconstruct dispassionately the politics of the Lao revolution since its beginning after the Second World War. Focusing on North Vietnam's past and present role in Laos they trace the origins, evolution, organization, and leadership of the Pathet Lao organization. They demonstrate that the war in Laos is really three wars--Vietnamese traditional attempts to assert hegemony over regions of Laos important to North Vietnam's security; an extension of the struggle in South Vietnam; and a civil war between Lao Communists and anti-Communists. They show that Hanoi's active role springs from its interest in protecting its borders, gaining access to South Vietnam, and establishing a politically congenial regime in Laos. They conclude that the Viet Minh were a key factor in the genesis of the Pathet Lao and that the Vietnamese have continued to provide guidance and vital assistance to the revolutionary organization which now controls a significant portion of the country. On the other hand, the authors point out that the Pathet Lao share common interests with the North Vietnamese Communists and that, from their own perspective, they have not compromised their legitimacy as a nationalist movement by their heavy dependence on Hanoi. Langer and Zasloff, experienced analysts of Southeast Asian affairs, conducted extensive field research in Laos. They interviewed a wide variety of persons with intimate knowledge of the Lao Communist movement, including former Pathet Lao and North Vietnamese military and civilian personnel. They talked with Lao, in and out of the Government, who had gone to school with their future Lao or Vietnamese adversaries, were linked to them by family ties, had been in the same political camp, or had confronted them at the conference table. They interviewed specialists on Laos and Vietnam, among them scholars, journalists, officials of international agencies, and foreign government officials. They examined a range of internal Pathet Lao and North Vietnamese documents diaries, letters, party directives, and training guides, as well as textbooks, newspapers, propaganda leaflets, and general literature. They studied Pathet Lao, Vietnamese, Thai, Cambodian, Chinese, and Soviet radio broadcasts and consulted printed materials about Laos from Hanoi, Peking, and Moscow.

Moral Courage

Moral Courage

ISBN: , SKU: , AUTHOR: Kidder, Rushworth M., PUBLISHER: William Morrow & Company, Why did a group of teenagers watch a friend die instead of putting their own reputations at risk? Why did a top White House official decide to come clean and accept a prison sentence during Watergate? Why did a finance executive turn down millions out of respect for her employer? Why are some willing to risk their futures to uphold principles? What gives us the strength to stand up for what we believe? As these questions suggest, the topic of moral courage is front and center in today's culture. Enron, Arthur Andersen, the U.S. Olympic Committee, abusive priests, cheating students, domestic violence -- all these remind us that taking ethical stands should be a higher priority in our culture. Why, when people discern wrongdoing, are they sometimes unready, unable, or unwilling to act? In a book rich with examples, Rushworth Kidder reveals that moral courage is the bridge between talking ethics and doing ethics. Defining it as a readiness to endure danger for the sake of principle, he explains that the courage to act is found at the intersection of three elements: action based on core values, awareness of the risks, and a willingness to endure necessary hardship. By exploring how moral courage spurs us to strive for core values, he demonstrates the benefits of ethical action to the individual and to society -- and the severe consequences that can result from remaining morally dormant. Moral Courage puts indispensable concepts and tools into our hands, equipping us to respond to the increasingly complicated moral challenges we face at work, at home, and in our communities. It enables us to make clear, confident decisions by exploring some litmus-test questions: Is the benefitworth the risk? Am I motivated by my desire to uphold my beliefs or just to impose them on others? Will my actions create collateral damage among those with no stake in the outcome? While physical courage may no longer be a necessary survival skill or an essential rite of passage out of childhood, few would dispute the growing need for moral courage as the true gauge of maturity. Treating this subject not as an esoteric branch of philosophy but as a practical necessity for modern life, Kidder deftly leads us to a clear understanding of what moral courage is, what it does, and how to get it.

The Deficit and the Public Interest: The Search for

The Deficit and the Public Interest: The Search for

ISBN: , SKU: , AUTHOR: White, Joseph / Wildavsky, Aaron, PUBLISHER: University of California Press, Political time is counted, not in years, but in issues--the depression defined the political era of the s just as the cold war did the s and civil rights the s. Today the federal budget looms as the dominant issue by which all others are considered and has become a concern which catalyzes debate again and again in our nation's capital. In this definitive new work, Joseph White and Aaron Wildavsky describe and analyze the struggles over taxing and spending from Carter's last year through the Reagan administration. The battle of the budget is largely about how we define the role of the government and its relationship to the people. It is a story of congressional horsetrading, partisan posturing, and technical tricks that affect billions of dollars. It is also a story of politicians operating within constraints set by both public opinion and political interpretation of economic reality. Though budgeting has always been important, its impact on the national agenda has grown dramatically in the last decades. Based on extensive interviews with participants and thorough use of documentary sources, this book both explains how budgeting works so the reader can see what is at stake in seemingly arcane disputes and locates budgeting within larger ideological trends in American society. It also explains the relationship of the budget to media, party and policy activists and explores the ways in which the deficit represents a crisis of self-confidence in the ability of our institutions, preeminently Congress and the presidency. Along the way, it provides a uniquely comprehensive account of the entire budget problem, exploring Gramm-Rudman, tax reform, and the continuing stalemate around this issue. "The Deficit and the Public Interest" offers a wide-ranging "solution" to the deficit that encompasses several ideas: the authors demonstrate that institutions have performed better than their members and critics believe, and they contend that extreme solutions would likely be much worse than the original problems. Further, they redefine the problem as one of reducing interest costs so the deficit becomes manageable, and they proffer political advice on how to make this approach politically acceptable, both at home and abroad. This meticulously researched work provides an invaluable journey through the last decade of American politics. In its theoretical depth and incisive new approach to policymaking, "The Deficit and the Public Interest" lends a fundamentally new understanding of the place of the federal government in American society.
