Nevertheless, until Gorbachev's drive for liberalization achieved some momentum, the creation of unsanctioned groups often continued to provoke persecution of their members. In this new book, Vera Tolz studies these unsanctioned groups and reveals the effect they are having on the Soviet political system. In , primarily because of pressure from these unofficial movements, the Communist party was forced to relinquish its constitutionally guaranteed monopoly on power. In other words, a multiparty system had emerged in the USSR by the end of the period under observation in this book. From the time that voluntary associations of Soviet people were permitted to emerge from the underground and openly participate in official public life (), their role in the political and social life of the country has been rapidly expanding. By , new sociopolitical groups, especially in the Baltic republics and Transcaucasia, started to pose not only a challenge but also a threat to the power of the Communist party. The emergence of a multiparty system in the Soviet Union, with various political groups pursuing different--and at times opposing--goals, iscoinciding with a period during which the central authorities are being inconsistent in implementing democratic reforms. Representatives of new movements are often politically inexperienced, and the Communist party is facing a serious crisis, which makes the political situation in the Soviet Union highly unpredictable and highlights the difficulties that the country faces in moving toward a more democratic system.

The code word encroachment implied the state's strong resolve to preserve and protect the racial status quo. In the nomenclature the formality of the word sovereignty supposedly lent dignity to the actions of the Commission. For all practical purposes the Sovereignty Commission intended to wage this Deep South state's monolithic resistance to desegregation and to the ever-intensifying crusade for civil rights in Mississippi. In the papers of the Commission were made available for examination. No other state has such extensive and detailed documentary records from a similar agency. Exposed to public light, they unmasked the Commission as a counterrevolutionary department for political and social intrigue that infringed on individual constitutional rights and worked toward discrediting the civil rights movement by tarnishing the reputations of activists. As the eyes of the citizenry studied the records, the Commission slid from sovereign and segregated to unsavory and abominable. This book, the first to give a comprehensive history of this watchdog agency, shows how, to this day, the Sovereignty Commission remains obscure, debated, and for many citizens a star chamber of the most sinister sort. Why was the Commission created? What were some of the political and social climates that initiated its creation? What were its activities during its seventeen years? What was its impact on the course of Mississippi and southern history? The political system, however, functioned effectively only as long as it remained a personal exercise between individuals, divorced from the anonymity of institutional parties. This antiparty tradition eliminated the distinction between men as individuals and as public representatives, which caused them to assessand interpret all political events and rhetoric in a personal manner. The election of and success of the Republicans' antisouthern, free soil program, therefore, presented an "insulting" challenge to personal, family, and community honor. As Olsen shows in detail, the sectional controversy engaged men where they measured themselves, in public, with and against their peers, and linked their understanding of masculinity with formal politics, through which the voters actually brought about secession.
