Civilizing Rio: Reform and Resistance in a Brazilian City,

ISBN: , SKU: , AUTHOR: Meade, Teresa A., PUBLISHER: Penn State University Press, A massive urban renewal and public-health campaign in the first decades of the nineteenth century transformed Brazil's capital into a showcase of European architecture and public works. The renovation of Rio, or "civilization" campaign, as the government called it, widened streets, modernized the port, and improved sanitation, lighting, and public transportation. These changes made life worse, not better, for the majority of the city's residents, however; the laboring poor could no longer afford to live in the downtown, and the public-health plan did not extend to the peripheral areas where they were being forced to move. Their resistance is the focus of Teresa Meade's study. Meade details how Rio grew according to the requirements of international capital, which financed, planned, and oversaw the renewal-and how local movements resisted these powerful, distant forces. She also traces the popular rebellion that continued for more than twenty years after the renovation ended in , illustrating that community protests are the major characteristic of political life in the modern era. Teresa A. Meade is Associate Professor of History at Union College in Schenectady, New York. She is co-editor, with Mark Walker, of Science, Medicine, and Cultural Imperialism (St. Martin's, ).

Top Down Policy Making

ISBN: , SKU: , AUTHOR: Dye, Thomas R., PUBLISHER: CQ Press, In this brief, eye-opening work, Thomas R. Dye explodes the myth that public policy represents the "demands of people," and that the making of public policy flows upward from the masses. In reality, Dye argues, public policy in America, as in all nations, reflects the values, interests, and preferences of the governing elite."Top Down Policymaking" is a close examination of the process by which the nation's elite goes about making public policy. Focusing on the behind-the-scenes activities of money foundations, policy planning organizations, think tanks, political campaign contributors, special-interest groups, lobbyists, law firms, influence-peddlers, and the national news media, Dye concludes that public policy does not represent the "demands of people."The reality is that public policy is made from the top down.

Liberalism Beyond Justice: Citizens, Society, and the

Liberalism Beyond Justice: Citizens, Society, and the

ISBN: , SKU: , AUTHOR: Tomasi, John, PUBLISHER: Princeton University Press, Liberal regimes shape the ethical outlooks of their citizens, relentlessly influencing their most personal commitments over time. On such issues as abortion, homosexuality, and women's rights, many religious Americans feel pulled between their personal beliefs and their need, as good citizens, to support individual rights. These circumstances, argues John Tomasi, raise new and pressing questions: Is liberalism as successful as it hopes in avoiding the imposition of a single ethical doctrine on all of society? If liberals cannot prevent the spillover of public values into nonpublic domains, how accommodating of diversity can a liberal regime actually be? To what degree can a liberal society be a home even to the people whose viewpoints it was formally designed to include? To meet these questions, Tomasi argues, the boundaries of political liberal theorizing must be redrawn. Political liberalism involves more than an account of justified state coercion and the norms of democratic deliberation. Political liberalism also implies a distinctive account of nonpublic social life, one in which successful human lives must be built across the interface of personal and public values. Tomasi proposes a theory of liberal nonpublic life. To live up to their own deepest commitments to toleration and mutual respect, liberals, he insists, must now rethink their conceptions of social justice, civic education, and citizenship itself. The result is a fresh look at liberal theory and what it means for a liberal society to function well.

Keep True: A Life in Politics

ISBN: , SKU: , AUTHOR: Pawley, Howard / Moist, Paul, PUBLISHER: University of Manitoba Press, Howard Pawley served as Premier of Manitoba during one of the most turbulent periods in the province's history. Not since the days of Louis Riel has the province faced such intense and divisive issues as constitutional reform and French-language rights as it did during the s, when Manitoba took centre stage in setting social policies that would affect Canada's national identity. Howard Pawley's political principles were first tested in the fight to bring public auto insurance to Manitoba. In Keep True, he describes this early political battle, and the many that would follow -- human rights and marriage law reform; the explosive French-language debate that left the province caught between the federal government and Quebec separatists; the CF-18 fighter jet controversy; and the doomed negotiations of the Meech Lake Accord. He tells us what went right and what went wrong, offering unique insight into current national debates. From his first winning campaign while confined to a hospital bed to the sudden fall of his government at the hands of a rogue political insider, Pawley's memoirs are an engaging and refreshingly honest look at a political career that had a profound effect on a province and its people.

Political Culture and Secession in Mississippi: Masculinity,

Political Culture and Secession in Mississippi: Masculinity,

ISBN: , SKU: , AUTHOR: Olsen, Christopher J., PUBLISHER: Oxford University Press, USA, This groundbreaking study of the politics of secession combines traditional political history with current work in anthropology and gender and ritual studies. Christopher J. Olsen has drawn on local election returns, rural newspapers, manuscripts, and numerous county records to sketch a new picture of the intricate and colorful world of local politics. In particular, he demonstrates how the move toward secession in Mississippi was deeply influenced by the demands of masculinity within the state's antiparty political culture. Face-to-face relationships and personal reputations, organized around neighborhood networks of friends and extended kin, were at the heart of antebellum Mississippi politics. The intimate, public nature of this tradition allowed voters to assess each candidate's individual status and fitness for public leadership. Key virtues were independence and physical courage, as well as reliability and loyalty to the community, and the political culture offered numerous chances to demonstrate all of these (sometimes contradictory) qualities. Like dueling and other male rituals, voting and running for office helped set the boundaries of class and power. They also helped mediate the conflicts between nineteenth-century American egalitarianism, democracy, and geographic mobility, and the South's exaggerated patriarchal hierarchy, sustained by honor and slavery. The political system, however, functioned effectively only as long as it remained a personal exercise between individuals, divorced from the anonymity of institutional parties. This antiparty tradition eliminated the distinction between men as individuals and as public representatives, which caused them to assessand interpret all political events and rhetoric in a personal manner. The election of and success of the Republicans' antisouthern, free soil program, therefore, presented an "insulting" challenge to personal, family, and community honor. As Olsen shows in detail, the sectional controversy engaged men where they measured themselves, in public, with and against their peers, and linked their understanding of masculinity with formal politics, through which the voters actually brought about secession. Political Culture and Secession in Mississippi provides a rich new perspective on the events leading up to the Civil War and will prove an invaluable tool for understanding the central crisis in American politics.

Unsex'd Revolutionaries: Five Women Novelists of the 's

ISBN: , SKU: , AUTHOR: Ty, Eleanor, PUBLISHER: University of Toronto Press, Women had been writing long before the French Revolution, but the reactionary character of the s infused their work with a public importance and an urgency. The decade was one of intense argument and reflection on the role of women in society. Eleanor Ty studies the ways in which five women writers of the s politicized the domestic or sentimental novel in response to oppression and exclusion. Influenced by radical post-revolution thinkers, Mary Wollstonecraft, Mary Hays, Helen Maria Williams, Elizabeth Inchbald, and Charlotte Smith wrote fiction that questioned existing social, economic, legal and cultural practices as they related to women. In particular, they dealt with historically specific gender issues such as female education, the rights and 'wrongs' of woman, and the duties of a wife. Using historical and feminist psycho-linguistic studies as a base, Ty explores some of the complexities encountered in the writings of these five women. Through their challenge to Edmund Burke's patriarchal ideas, they discovered strategies of writing based on the maternal or female aesthetic. For these 'unsex'd revolutionaries, ' sentimental or domestic fiction was not just about courtship, love, and romance. Their writings interrogate the structures of society, and criticize and make relevant the connections between the personal and the political, the domestic and the public sphere.

Campaign Reform: Insights and Evidence

ISBN: , SKU: , AUTHOR: Vavreck, Lynn / Lewis, Lynn Vavreck / Bartels, Larry M., PUBLISHER: University of Michigan Press, What is wrong with American political campaigns? How could the campaign process be improved? This volume brings the expertise of leading political scientists to the public debate about campaign reform. These scholars probe the reality behind the conventional wisdom that nasty, vacuous campaigns dominated by big money and cynical media coverage are perverting our political process and alienating our citizenry. Some of their conclusions will be startling to campaigners and critics alike. For example, "attack" advertisements prove to be no more effective than self-promotional advertisements, but "are" more substantive. Indeed, candidates in their advertisements and speeches focus more on policy and less on strategy and process than any major news outlet, including the "New York Times," The volume suggests that, as a result, prospective voters in knew more about the candidates' issue positions than in any presidential election in decades, yet turnout and public faith in the electoral process continued to decline. For aspiring reformers, Bartels and his colleagues provide a bracing reality check. For students and scholars of electoral politics, political communication, and voting behavior, they provide an authoritative summary and interpretation of what we know about the nature and impact of political campaigns. The insights and evidence contained in this volume should be of interest to anyone concerned about the present state and future prospects of American electoral process. Larry M. Bartels is Professor of Politics and Public Affairs and Stuart Professor of Communications and Public Affairs in the Woodrow Wilson School, Princeton University. Lynn Vavreck is AssistantProfessor of Government, Dartmouth College. Other contributors are Bruce Buchanan, Tami Buhr, Ann Crigler, John G. Geer, Kathleen Hall Jamieson, Marion Just, Daron R. It contains case studies of individual countries, various country-by-country comparisons, and a conceptual framework enabling the reader to understand the context of financial sources and implications of funding sources. All the chapters demonstrate the problems common to democracies seeking to regulate uses and abuses of money in politics in pluralistic societies in which there are numerous openings for political disbursements; many present themes emphasizing forms of public funding (alternatively called state aid in some countries) in which governments assist parties or candidates to subsist and compete. Professor Alexander has assembled a distinguished international team of contributors to present this first major appraisal of such a vital aspect of democratic practice for nearly twenty years.

Curse Tablets and Binding Spells from the Ancient World

Curse Tablets and Binding Spells from the Ancient World

ISBN: , SKU: , AUTHOR: Gager, John G., PUBLISHER: Oxford University Press, USA, In the ancient Greco-Roman world, it was common practice to curse or bind an enemy or rival by writing an incantation on a tablet and dedicating it to a god or spirit. These curses or binding spells, commonly called defixiones were intended to bring other people under the power and control of those who commissioned them. More than a thousand such texts, written between the 5th Century B.C.E. and the 5th Century C.E., have been discovered from North Africa to England, and from Syria to Spain. Extending into every aspect of ancient life--athletic and theatrical competitions, judicial proceedings, love affairs, business rivalries, and the recovery of stolen property--they shed light on a new dimension of classical study previously inaccessible. Here, for the first time, these texts have been translated into English with a substantial translator's introduction revealing the cultural, social, and historical context for the texts. This book will interest historians, classicists, scholars of religion, and those concerned with ancient magic.
