Hoeller shows that Wharton used the sentimental voice both to express the truth of female desire and to express her critique of male realism. In this, Wharton is shown to be fully in control of her art from the beginning to the end of her career. Using Wharton as a case study, Hoeller maintains that the ongoing argument about the value of American sentimental fiction could benefit by seriously considering sentimental aesthetics. Only then, she says, will the term sentimental cease to be a label for inferior, female, and popular fiction and become a serious literary concept. But although scholars have analyzed aspects of EBM for more than a decade, until now there has been no systematic empirical study of the overall approach. In "Natural Experiments, " Judith Layzer provides a detailed assessment of whether EBM delivers in practice the environmental benefits it promises in theory. She does this by examining four nationally known EBM initiatives (the Balcones Canyonlands Conservation Program in Austin, Texas, the San Diego Multiple Species Program, the Comprehensive Everglades Restoration Plan, and the California Bay-Delta Program) and three comparison cases that used more conventional regulatory approaches (Arizona's Sonoran Desert Conservation Plan and efforts to restore Florida's Kissimmee River and California's Mono Basin). Layzer concludes that projects that set goals based on stakeholder collaboration, rather than through conventional politics, are less likely to result in environmental improvement, largely because the pursuit of consensus drives planners to avoid controversy and minimize short-term costs. Historically underpopulated, economically poor, and predominantly white until the Reconstruction period following the Civil War, Wiregrass Country is a rare stretch of the American South whose economic and cultural development has been shaped more by yeoman farming and frontier attitudes than by King Cotton, plantations, slave-holders, and slaves. Eventually, Wiregrass Country experienced a more diverse influx of residents -tenant farmers, African Americans, and northern industrialists. In many ways, however, it has remained characteristically rural. Few malls have invaded it, and high watertowers are more prevalent than stately court houses and city halls. This study typifies the population within the tristate region as communal-minded, frugal, and hardworking. Its values gain full expression in characteristic musical and verbal arts, such as Sacred Harp singing and personal narratives about the supernatural.
