Natural Experiments: Ecosystem-Based Management and the

ISBN: , SKU: , AUTHOR: Layzer, Judith A., PUBLISHER: MIT Press (MA), Scholars, scientists, and policymakers have hailed ecosystem-based management (EBM) as a remedy for the perceived shortcomings of the centralized, top-down, expert-driven environmental regulatory framework established in the United States in the late s and early s. EBM entails collaborative, landscape-scale planning and flexible, adaptive implementation. But although scholars have analyzed aspects of EBM for more than a decade, until now there has been no systematic empirical study of the overall approach. In "Natural Experiments, " Judith Layzer provides a detailed assessment of whether EBM delivers in practice the environmental benefits it promises in theory. She does this by examining four nationally known EBM initiatives (the Balcones Canyonlands Conservation Program in Austin, Texas, the San Diego Multiple Species Program, the Comprehensive Everglades Restoration Plan, and the California Bay-Delta Program) and three comparison cases that used more conventional regulatory approaches (Arizona's Sonoran Desert Conservation Plan and efforts to restore Florida's Kissimmee River and California's Mono Basin). Layzer concludes that projects that set goals based on stakeholder collaboration, rather than through conventional politics, are less likely to result in environmental improvement, largely because the pursuit of consensus drives planners to avoid controversy and minimize short-term costs. Layzer's resolutely practical focus cuts through the ideological and theoretical arguments for and against EBM to identify strategies that hold genuine promise for restoring the ecological resilience of our landscapes.

Community Work Approaches to Child Welfare

Community Work Approaches to Child Welfare

ISBN: , SKU: , AUTHOR: Wharf, Brian, PUBLISHER: University of Toronto Press, Community Work Approaches to Child Welfare presents a number of case studies that illustrate alternative approaches to child welfare that recognizes the strengths and tenacity of families who live in resource poor and essentially unfriendly environments (and that would drive middle class professionals to distraction). The strengths of these families can be harnessed to improve their situation and that of others. Community work approaches are provided by accessible organizations that involve families in the design and implementation of programs that affect them and that are dedicated to developing the capacity of communities to care for children and families. The case studies range from urban child welfare agencies in Toronto and Winnipeg, to the rural setting of Hazelton, B.C. and to examples of First Nation communities that have taken control of child welfare. The studies are written by Canadian scholars who are widely recognized for their innovative research and writing in community work and child welfare. Community Work Approaches to Child Welfare is also an indictment of the policies and practices that now govern the provision of child welfare services in Canada. The indictment argues that the policies that hold parents, and particularly single parent women, responsible for the care of their children without regard for the circumstances in which these families live is neither realistic nor helpful. It further holds that individualized and office based practice dominated by a paradigm of risk turns clients into objects thereby robbing them of their dignity and strengths. Community approaches make a viable alternative. Brian Wharf is Professor Emeritus, School of Social Work and Faculty of Human and Social Development, University of Victoria. During his career at this university he was Director, School of Social Work, Dean, Faculty of Human and Social Development, Professor in a multi- disciplinary graduate program and Acting Director, School of Public Administration. Economic Assessment of Election Programmes: Does It Make

ISBN: , SKU: , AUTHOR: Graafland, Johan J. / Ros, Arie P., PUBLISHER: Springer, In the Netherlands, the election programmes of the political parties are assessed for their economic impact by an independent economic bureau. The result of this analysis is published just before the elections take place. In this way, the voter will be protected against political parties that try to win the elections by making popular but unfounded financial promises. Economic Assessment of Election Programmes contains contributions of several distinguished economists and philosophers who consider the gains of this procedure to society. Does the analysis by the Netherlands' Bureau for Economic Policy Analysis (CPB) raise the democratic quality of the elections? Can we really be confident in the tools of economics? The last section of this volume states the opinion of representatives of the political parties. This part also clarifies why political parties voluntarily participate in this process and how they perceive the role division between the political party and CPB.

Child Poverty in Canada

Child Poverty in Canada

ISBN: , SKU: , AUTHOR: Albanese, Patrizia, PUBLISHER: Oxford University Press, USA, On 24 November the Canadian House of Commons unanimously passed an all-party resolution to eliminate poverty among Canadian children by the year . Yet in a report by UNICEF placed Canada nineteenth in a ranking of the relative poverty of children in 26 of the world's richest countries (Greece, Hungary, and Poland all had a significantly better record). How can this be? This short and engaging book provides the latest research on child poverty by Canadian sociologist Patrizia Albanese. Looking at how many of Canada's children live in poverty, Albanese explores trends over time, across provinces, and among various groups. Her research reveals which children are most vulnerable and why, and describes the physical, behavioral, and educational impact of poverty. In clear terms Albanese presents some of the ways that poverty is measured in Canada and around the world, and considers the country in a global perspective to assess why it ranks so low on the international scale. Finally, she discusses how the events of have shaped the outcome of child poverty in Canada and evaluates the theories and possible solutions to the problem. Of interest to students of sociology, social work, and early childhood studies--and concerned readers alike--this important book provides a useful introduction to a topic of key importance.
