In pursuing these objectives, this guide attempts to set out the underlying strengths of the public sector, describing the evolution of the Afghan state, the current political context, and the administrative and organizational components of the government. It sets out the legal basis and organizational responsibilities for key fiscal tasks including revenue collection, budget preparation and execution, and accounting and audit. It also describes the organizational structures in the provinces, the way in which the staffing establishment is determined, and the structure of pay and grading. In particular, it looks at the arrangements for service delivery in the education and health sectors. The guide draws the bulk of its material from six provincial case studies: Faryab and Herat, undertaken in November ; Badakhshan and Wardak, in April , Kandahar in June , and finally Bamyan in July . The paper has also benefited from additional research undertaken by the Afghanistan Research and Evaluation Unit (AREU) and the World Bank.

Included in this third edition are more historic pictures along with pictures of the weapons used by the 517th PRCT. There are quotes from General Seitz, Colonel Boyle, Major Fraser, Merle Traver, and John Anderson from the 517th reunion in Washington, D.C., . Many historical facts from the beginning to the end are included with much information cited from Paratrooper Odyssey, Battling Buzzards, and many other references. This book is not an account of what Bud remembered, rather letters written on a specific day with documented facts of what happened on that day between . After being reared in Chautauqua County, New York, John Lewis Benson's father, William, took him to Rock Island County, Illinois, following his daughters who had already made the migration. Shortly after reaching his majority, John Lewis Benson went to "Bleeding Kansas" as part of the wave of Abolitionists who sought to "keep Kansas free," which action reflected the devout Puritan Calvinism of his Benson forebears. He enlisted in the 5th Kansas Volunteer Cavalry two months after the first canon was fired on Fort Sumter, and served until the end of the War of Rebellion, being mustered out on 22 June . He then returned to Kansas where he prospered, married, and fathered 5 children. He lost all his worldly possessions due to drought and the economic collapse following The Panic of , and then moved about Kansas seeking a new start. During this difficult period, his wife died, leaving him a widower with 4 children ages 6 to 11. He soon married a divorcee who brought her 3 children, ages 1 to 3, to the marriage. In his second marriage, John Lewis fathered three more children. After the Unassigned Lands of Oklahoma Territory were opened for settlement in , John Lewis and his blended family moved there and share-cropped 40 acres southeast of Guthrie, Oklahoma, which he eventually bought. He died on this farm on 23 March . This book by one of his great-grandsons tells the story of his life, the lives of his five sisters and one brother, and their ancestry back to 16th century Oxfordshire, England.
